VVG Representative Jelena Levak Participates in NATO Scientific Symposium in the United States

Jelena Levak, mag. crim., lecturer, representing the Velika Gorica University of Applied Sciences, participated in the Research Symposium on AI Security and Assurance for Military Systems (IST-210), organized by the NATO Science and Technology Organization (STO). The symposium was held on 21–22 October 2025 in McLean, Virginia, USA.
On behalf of the University, Ms. Levak presented her research paper titled “Autonomous AI Systems Face to Face with the Law of Armed Conflict,” co-authored with Alessandro Guarino from StAG (France).
The paper explores the challenges that autonomous artificial intelligence systems pose to traditional legal frameworks, particularly within the context of the Law of Armed Conflict (jus in bello) and the right to resort to war (jus ad bellum). The authors analyze current global initiatives in AI governance, regulation, and standardization, linking them to military applications of artificial intelligence, with a special focus on responsible and secure AI use within NATO.
The paper’s original contribution lies in proposing an initial governance framework to ensure the compliance of autonomous AI systems with the Law of Armed Conflict, identifying key measures and controls such systems should meet to be responsible, secure, and compliant by design.
The presentation generated significant interest among participants from NATO, academia, and industry, and the ensuing discussion confirmed the importance of an interdisciplinary approach to the development and application of artificial intelligence in the field of defense.
